Ilya Shestakov: All issues related to amateur fishing must be rechecked

Discussion of the draft law on amateur fishing is likely to continue in the spring session by the State Duma, the head of Rosrybolovstvo Ilya Shestakov said. He noted that part of the authority to regulate fishing should optimally be transferred to the field.

The draft law “On Amateur Fisheries” was accepted in December 2013 during the first reading. By the second reading, the document had a new name – “On Amateur Fisheries and Amendments to Certain Legislative Acts of the Russian Federation,” Fishnews correspondent reports.

Ilya Shestakov, Deputy Minister of Agriculture and the Head of Rosrybolovstva said that the review of the draft, most likely, will move into the next season. “We will discuss this important document, most likely in the spring session in 2018 in the State Duma. All the positions should be clearly checked here,” said the head of the federal agency at the “Business Breakfast “ Rossiyskaya Gazeta.

According to Ilya Shestakov, “lots of aspects of amateur fishing have already been regulated, but there are still a number of risks that require further discussion.” As an example, the head of Rosrybolovstvo mentioned the authority of the regions.

“On the one hand, we must avoid chaos, because, unfortunately, the authority given to the regions is used differently from place to place. On the other hand, there are a lot of fishing locations and each region is unique, and in order to take it into account, it would be optimal to transfer some of the powers to the authorities on the ground,” the head of the federal agency believes.
